It is a generic rejection email after the initial screening based on the information in the resume. The letter itself was worded in the wrong way - it didn't give the real reason of the rejection and at the same time it just stated underqualification as the umbrella reason.
It seems that someone in the HR needs more training on writing courtesy emails like this.
